1. Introduction
It is the goal of topic 1 "Health" to achieve improvement in the health of European citizens, an increase in competitiveness, as well as a rise in the innovative capacities of the European enterprises active in the health sector.
Trans-national research is comprised of key aspects – transfer of the results from fundamental research into clinical applications including scientific validation of experimental results.
Furthermore, the development and validation of new therapies and procedures for health funding and prevention are important targets. Healthy ageing, new diagnostic instruments, innovative medical technology and sustainable/effective health systems represent fundamental pillars for topic 1.
To the strategic issues "health and children" and "health for the ageing population", special subject-overlapping attention is granted.
2. What kind of programme is usually funded?
Summarising, the topic 1 "Health" covers the following fields:
- Biotechnology, generic instruments and medical technologies for human health
Instruments and technologies should be developed and validated in this field, which are needed for the procurement of new findings and their implementation in practical applications in health care and medicine.
- High throughput research: development of new research instruments for modern biology
- Recognition, diagnosis, monitoring: development of instruments and technologies
- Innovative therapeutic concepts and treatments: examination, consolidation and further development of advanced therapies and technologies
- Prognosis for applicability, security and effectiveness of therapies: development and validation of parameters, instruments, procedures and norms for the care of the patient with safe and effective new pharmaceutical products from the field of bio-medicine.
- Research for the transference of key findings for the benefit of human health
It is the goal to procure more findings regarding the biological processes and mechanisms in health and certain diseases. Therefore, this knowledge should be transferred to clinical applications in order to assure that the clinical data is used for further research work.
- Integration of biological data and processes: ascertainment of data on a large scale, systems biology (including modelling of complex systems)
- Exploration of: the brain and its diseases, human development and ageing
- Research in contagious diseases such as resistance to anti-microbial pharmaceutical products, HIV/AIDS, Malaria, Tuberculoses and other possible new epidemics.
- Trans-national research in other serious diseases such as cancer, cardio-pulmonary, diabetes, rare diseases
- Optimisation of health care for European citizens
The goal is to prepare the necessary foundations, upon which substantiated health-politics decisions and effective strategies regarding health funding, disease prevention, diagnosis and therapy can be supported.
- Better health promotion and prevention
- Transference of clinical findings into the clinical practice
- Quality, solidarity and sustainability of health systems
3. What kind of participant is usually funded? – Participation rules
Eligible legal entities
- Universities and universities of applied sciences (formerly known as technical colleges or "Fachhochschulen")
- Non-university research institutions
- Small and medium-sized enterprises SMEs)
- Enterprises with aspirations for innovation (from industry, commerce, etc)
- Public facilities such as officials
- Consultation facilities, etc.
Eligible nations
- EU-27
- Associated countries (Iceland, Israel, Croatia, Liechtenstein, Macedonia, Norway, Switzerland, Turkey)
- International Cooperation Partner Countries (ICPC-countries)
- Third countries (USA, Canada etc.) => as a rule, they receive no funding!
Make-up of the consortium
- Minimum three independent legal entities from three different EU member states (third countries do not count as minimum partners)
- Possible exceptions and special cases are specified in the respective work programmes
4. What is the procedure for funding? – Financing models
From the total volume of the programme "Collaboration", (32.413 M. €, duration 2007-2013) about 6.10 M. € have been budgeted for the topic 1 "Health"
The funding quota is up to 75%.
Depending on the type of project, participants and activity, the following quotas are differentiated (this is not valid for SME-specific projects!):
Research & Technological development:
75% for research institutions and SMEs
50% for all other legal entities
Demonstration activities:
50% for all legal entities
Coordination, audit costs and other activities:
100% for all legal entities
Coordination/ Support Actions:
100% for all legal entities
Costs eligible for funding:
Personnel, travel, material, infrastructure, other costs, external services, common costs
