1. Goals and Characteristics

The Research Framework Programmes serve the implementation of the goals specified in the Treaty on European Union (Art. 163) “to strengthen the scientific and technological fundamentals of industry in the European Union, to fund the development of their international competitiveness and to support all research actions which (…) are considered to be necessary.”


The following general basic principles characterise the programme:

  • Concentration on a limited number of overriding research areas with pronounced European added value
  • Expansion of a stronger-structured effect upon R&D in Europe
  • Achievement of a significant contribution to the development of scientific and technological excellence and to coordination of research in Europe
  • Simplification and/or streamlining of performance regulations through newly defined forms of funding and a decentralised administrative procedure.
