Horizon Europe Online Workshop: How to develop a competitive EU proposal? Democratic Resilience and Disaster Preparedness

On March 24 and 25 2026, the Research Center RISK – Risk, Infrastructure, Security and Conflict at the University of the Bundeswehr Munich (the University of the Federal Armed Forces), in cooperation with the Scientific Coordination Office (WKS) Bavaria-Israel of the Bavarian Research Alliance (BayFOR), is hosting a Horizon Europe workshop including a matchmaking session. The event is aimed at experts from Bavaria, Israel, and other countries who would like to submit an application for projects in the Horizon Europe subject areas of Democratic Resilience and Disaster Preparedness. In addition to in-depth information and tips for a successful application, participants will have the opportunity to establish new collaborations with international partners.

 

The event will focus on selected calls for proposals from the European Research Framework Programme Horizon Europe, Cluster 2 and Cluster 3, for the years 2026 and 2027. The selected topics from Cluster 2 focus on democratic resilience and highlight aspects such as the prevention of radicalism and civic resilience through media literacy. Calls for proposals within Cluster 3 focus on civil security for society and address challenges arising from security threats, natural disasters, and man-made disasters. Project proposals are sought that will make European society more resilient and secure through innovative approaches.

In addition to the introductory event, participants are invited to take part in one or more of the following breakout sessions and present their own expertise and possible project ideas in a short pitch (max. 3 minutes / max. 3 slides). Two of the four breakout sessions will take place simultaneously

Day 1: 24 March 2026

10:00 am–12:00 pm CET:  Introductory event | ‘How to develop a competitive EU proposal?’

  • Structure of the template (Excellence | Impact | Implementation) and evaluation criteria
  • Project coordination and project management
  • Budget calculation and lump sum funding
  • Consortium formation and partner search

12:15–1:45 pm CET: Breakout session 1 | Democracy and Resilience (Cluster 2)

12:15–1:45 pm CET: Breakout session 2 | Disaster Risk Management and Climate Change (EU Mission/Cluster 3/Cluster 5)

2:30–4:00 pm CET: Breakout session 3 | Disaster Preparedness and Security (Cluster 3) 

Day 2: 25 March 2026

4:00–5:30 pm CET: Breakout session 4 | Critical Infrastructure (Cluster 3)

Participation in the workshops is free of charge.
