Introduction of Personnel Unit Costs in all new Horizon Europe projects

From 1 May 2024, the European Commission will offer a new option for determining the eiligible personnel costs in Horizon Europe projects. Previously, an individual daily rate had to be determined for each employee when calculating personnel costs. From May, beneficiaries can now alternatively have a single daily rate certified for all their employees. This is a voluntary option, but if chosen by the organisation, it must be applied when calculating personnel costs of all new projects under the framework programme.

With the Personnel Unit Costs, the European Commission wants to offer a less error-prone alternative for calculating personnel costs. A special website has been set up in the EU Funding & Tenders Portal, where information, documents and event announcements on this topic will be summarised in future. A wizard for calculating the personnel unit cost without obligation is also available on the website.

On 16 April 2024 from 2:30 to 4:00 pm, the European Commission will hold an online information event at which experts from the Commission will explain the principles of calculating personnel cost using unit costs and will be available to answer questions. The event will be web-streamed - prior registration is not required.
